To select a consultant:
- Contact several candidates and interview them. Through this conversation, you will be able to determine whether or not they listen well (a critical skill to good consulting), whether or not you initially feel comfortable with them, and whether or not they have the experience that will help you meet your needs.
- Discuss with them the various consulting services they offer (i.e., training, onsite TA, phone/e-mail TA) and how they see envision serving you most effectively.
- Find out their availability. Do they have the time for you when you need it?
- Find out the price of their services and what that price entails, i.e., will you be responsible for their direct costs on top of their rate? Be sure to define exactly which direct costs they will bill to you.
- Discuss similar work projects in which they have provided services and seek references for these services.

To issue an Request For Bid:
An RFB is an invitation to consultants to bid on providing specific services to your organization. An RFB can be simple and can ask the candidates to describe ways in which they would approach the stated problem and outcomes you have defined and the budget they would anticipate needing to perform the work.
You can also place a cap on the budget amount, ask for references and/or samples of previous work, designate the format to be used in preparing the bid, specify the timeframe within which the work will be completed and give the deadline for the bid submission.
Using an RFB will also give you insight into prospective consultants' logic and writing ability. Be sure to keep the requirements of the RFB reasonable.
